Governor Cuomo’s office today announced a pilot program for Excelsior Pass, a new mobile technology that will confirm an individual’s vaccination or recent negative COVID-19 test. The purpose of the platform, which was developed in partnership with IBM, is to help accelerate the reopening of theaters, stadiums and other businesses as more New Yorkers are vaccinated. The pilot’s initial phase was successful during a Brooklyn Nets game on February 27 at Barclays Center, and will be tested again during a New York Rangers game on March 2 at Madison Square Garden.

According to a press release:

Similar to a mobile airline boarding pass, people will be able to print their card or save it to their smartphones using the Excelsior Pass “Wallet App”. Each pass will have a secure QR code, which venues will scan using a companion app to confirm someone’s COVID health status. The results of the pilot program will be used to improve the quality of the application, maximizing return on investment and saving development time, before submitting it to Apple and Google for approval to enter their application stores.

The technology comes after the governor announced that as of February 23, large arenas and stadiums were able to begin welcoming fans and the public. As of now, venues with a capacity of 10,000 or more that receive Health Department approval can be reopened to fans at 10 percent of full capacity. In addition to mask compliance and social distancing, venues must ensure that all staff and spectators receive a negative COVID-19 PCR test within 72 hours of the event.
