First Minister Carwyn Jones stated: “Carl was a pal in addition to a colleague and I’m shocked and deeply saddened by his loss of life.
“He made a giant contribution to Welsh public life and fought tirelessly for these he represented each as a minister and as an area meeting member.
“He will be a great loss both to our party and to the Senedd.”
Mr Sargeant was married and had two youngsters.
