On Wednesday, Ravens quarterback Lamar Jackson wants receiver Antonio Brown in the team. On Thursday, Revance coach John Harbo did not knock the door on Brown’s signing.

Technically, Brown is Available for signing. However, it is assumed that he would be immediately placed on the commissioner exemption list, if anyone were to sign it. This means Brown will not be paid to play, while the extent to which Brown is or will be suspended for a number of potential violations of the league personal conduct policy and to what extent will continue.
The Ravens are in a strange place with Antonio Brown. His cousin, the Marquis, is a prominent member of the receiving corps. If the Ravens sign Antonio Brown, and if things don’t go well, Antonio may or may not (poison) the Marquis against the team. And so the team may be in a bizarre holding pattern with Antonio Brown, hoping that he is trying to tell “no” that someone else gives Ravens an escape spot by signing him.
