The resolution passed on Wednesday condemns "assassinations and murderous ethnic atrocities against civilians" in Myanmar's response to attacks by Rohingya militants at the end of August.
The action is not binding but it will intensify pressure on the administration to act.
Last month, Secretary of State Rex Tillerson declared the violence against Rohingya an "ethnic cleansing" and said the United States was considering "selective sanctions" against those responsible.
