Attorney General puts the magnifying glass on the EPS of the country | Colombia

The actions are due to the removal of the fiscal auditor and a controller appointed to take actions and strategies necessary to overcome the crisis. In addition, they must submit periodic reports to the control entities, that is, the Attorney General's Office and the Comptroller's Office.

He also requested that "a follow-up plan should be put in place to allow control over vertical integration," and that the direct remits to the subsidized and contributory regime be monitored.

In addition, administrative expenses are reviewed and finally the contracted network is inspected to verify the provision of health services and guarantee their quality and timeliness.

As for Emdisalud, the control body established that the EPS owes more than 153,000 million pesos, which has been in an intervention process for 8 years and has not shown any improvement results to date. In addition, it does not have the necessary network to guarantee the provision of services in the twelve departments where it is present.

The Attorney General indicated that a little more than 450,000 users of the Mutual Company for the Integral Development of Health (Emdisalud), are at risk, since the entity has serious deficiencies in the badurance function and guarantee of the provision of services of health, for not having the appropriate scenarios and facilities to provide due attention.

Taking into account the above, "the Entity warned of the legal impossibility and the inconvenience of continuing to extend, for years, the special surveillance measures, for which it requested the SuperHealth to adopt definitive measures to revoke the authorization, or the forced administrative intervention , to administer, or to liquidate the EPS ".

As for the EPS Convida, Comfacundi and Dusakawi, the Attorney General's Office requested the Superintendency for special precautionary measures to protect the rights of 800,000 users of the health system, which are distributed as follows: in Dusakawi they have at least 210,000 patients, in Comfacundi 111,400 and in Convida around 519,600.

Among the actions carried out by the Public Prosecutor's Office, evidence would have been found to establish that there would be a breach of established financial conditions, a limit on expenses, a lack of medical badistance services at one or several levels of complexity, a high number of guardianships and attachments, and failures in preventive programs.
